Structure of World Democracy and World Parliament

Introduction :  The World Parliament together with well designed global administrative agencies ie FEDERAL WORLD GOVI is absolutely necessary to establish a lasting World Peace and to make the planet Earth a happy place to live in by humans.

What is the present Scenario of our World ?

Global and super national problem have increased, gone unsolved, become worse. Many have erupted violence in two World Wars, subsequently in numerous other international Wars, together with Civil Wars or Violent struggle between and among factions of the people with in countries and often crossing national boundaries.

In the present state of world political anarchy, where international agreements are flouted, and judgments of the World Court are treated as matters of no concern.

In the present state of world militarism, where national governments feel forced to spend vast sums of money on weapons and military defense, while global insecurity continues of increase.

In the present state of World environmental destruction, where icecaps and glaciers are melting, the oceans are rising, and global weather patterns are becoming destructive.

In the present state of World economic inequality, where the wealthy of the World continue to accumulate unimaginable wealth while each year many billions of dollars are transferred from the poorest regions of the World to the wealthiest regions of the World.

Why a World Parliament in required ?

  1. Main Problem and crisis situations affecting the survival and welfare of humanity are to be solved
  1. World problems require World solutions all inter related, supplemented by correlated actions by national parliaments and other agencies.
  1. No real solutions are possible under the present conditions of armed national sovereignty and international anarchy – both public & private
  1. In the absence of global solutions most problems are getting worst and multiple crises spread and fester each complicating others.
  1. Human survival and welfare on earth are thus threatened in many ways all at the same time.
  1. An elected World Parliament as part of the democratic World Government having constitutional authority and adequate institutional structures is required to work out and implement peaceful solutions to World Problems and provide continuous global administration, so that the people can make earth a good place to live in.

How earth federation works ?

 Main provisions of the constitution for the federation of earth

 World Parliament composed of three houses, to adopt World Legislation.

 1.  House of people  :    Elected directly by the people equally from 1000 World       Electoral and Administrative Districts.

 2. House of Nations      :       Appointed or elected by National Governments.

 3.  House of Counselors :  200 Elected by the other two houses, chosen for global perspective, has nominative, consultative, initiative and referral functions.

 World Executive         :  Elected by responsible to the Parliament.  Presidium of a rotating president and 4 vice presidents, all M.P.s, nominated by House of Counselors. Executive Cabinet of 30 Ministers, all M.P.s.  The World executive may not veto or suspend the Parliament or the Constitution.

 

World Administration   :   About 30 ministries, each headed by a Cabinet Minister or Vice President; coordinated by a Secretary General chosen by the Presidium and confirmed by the Cabinet.

 

Integrative Complex   :    Includes agencies for World Civil service, Boundaries and Elections, institute on Governmental procedures and World problems, Research and Planning, Technological and Environmental Assessment, World Financial Administration, and Legislative Review.

 

World Judiciary            :      Composed of 8 Benches having mandatory jurisdiction over different kinds of issues, with 5 continental seats. Collegium of World judges is nominated by House of counselors and elected by Parliament, headed by a Presiding Council of 5 members which assigns judges to the several Benches.

 The Enforcement System :  Non military is headed by an Office of World Attorneys General and commission of 20 Regional World Attorneys, elected by and removable by Parliament.  The World Attorneys appoint the World Police (removable by the Parliament) to apprehend individual lawbreakers.

 

World Ombudsmus    :  To protect human rights and ensure proper government functioning, is headed by a Council of 5 World ombudsen nominated by House of Counsellors and commission of 20 Regional World Advocates, all elected by the Parliament.

 

Bill of Rights                  :      18 Sections, effective when Constitution is ratified.

 

Directional Principles  :       19 Sections, additional rights and benefits to be implemented over a period of time for all world citizens.

 

Jurisdiction of World

Government           :     Defined in Grant of Powers of 40 sections. Nations retain jurisdiction over internal affairs. 

For Elections and

Administration             :       Earth divided into 1000 Districts, 20 Regions, 10 Mega Regions, at least 5 Continental Divisions. 

Five World Capitals     :        To be established in 5 continental divisions, one is the Primary Capital, the others are Secondary Capitals.

Implementation of the Earth constitution by

Stages                            :      Provisional World Government, before 25 countries have ratified.  First Operative stage, when 25 countries have ratified.  Second Operative when 50% of countries have ratified.  Full Operative stage, when 80% of countries comprising 90% earth population have ratified. 

Disarmament           :       Nations accomplished when constitution is ratified.  The World Government does not retain nor use weapons of mass destruction.

Viable Agencies of

the U.N.                     :           Are transferred to the World Government.
