Short Biography

Ms Morozova Galina Vasilevna is working with Feministic League, which is a partner of International Organization of Migration. She has been organizing seminars in various regions of Kazakhstan to create awareness against human trafficking. She is an author of many publications widely read in Kazakhstan. She visited America in connection with the problem of human trafficking where preventive measures against this social malady were discussed and suggestions made. In the year 2004 she was awarded a medal for her work in connection with civic community.

 

To stop trade in children

Trade in children - one of the worst forms of child labour in which is involved more than one million children worldwide. Trade in children means their moving from one place in another by force, compulsion or a deceit with the purpose economic and sexual exploitation. Under the international laws this is a crime.
Factors which promote trade in people: poverty, political instability, natural cataclysms, lack of formation, social and economic problems in the country. Any State not insured from the given problem also cannot pretend, that it it does not concern.

Spheres in which child labour is used:
- Sexual exploitation;
- Transfer of child body organs for compensation;
- Use of the child on forced hard labour;
- Children’s pornography.

In the global market of sexual services demand for children raises because of the increasing number of cases of disease by AIDS and a HIV among adult prostitutes. The special representative of OSCE Helga Konrad has declared:
“One of the reasons is certainly, fear of AIDS and a HIV and belief that if in the world of sexual services to use children it would be more safe, that is itself monstrous delirium, and also dreadful and terrible infringement of the rights and advantages of the person “.

Many children are on sale for work on farms and mines, others forced to be engaged in begging and involved in fine crimes. There is a network of international trade in children for sex in which trade in the alive goods is made out almost as the usual transaction. Certainly, dealers under laws practically from all countries can be brought to court. But usually such deals is not moving because of lack of proofs and that the public opinion prefers to shut eyes to an acuteness of a problem.
In overwhelming majority of cases, to bring dealers to trial is practically impossible. Legal slave-trade definitions are not adequate, and parents simply speak, that they have charged children to the friends that those accompanied with them on a trip or have taken to itself to live.

In some countries the legislation does not provide any punishment even for the most severe labour operation of children but even if all the countries ratify the new agreement of the International organization of the work, forbidding the most severe forms of operation, not wadded national laws and political will of leaders not much can be made in a field of struggle against children’s prostitution and back-breaking toil. People will involuntarily continue to maintain members of own family, and the rights of the child will remain simple tradition.

In the report of children’s fund of UNICEF the analysis of a phenomenon of trade by children and various forms of children’s operation is spent, thus the special attention is paid to this problem in England.
Approximately from 8000 up to 10000 thousand children are violently kept in the Great Britain. Many of them are exposed to operation and humiliations, and anybody at all does not suspect, that they are in the country.

In the report it is marked, that hundreds revealed cases of trade people is the only top of an iceberg. Every year thousand children are forwarded to the Great Britain, basically from the countries of the Western Africa, the East Europe and Asia, however the scale of a problem is hidden by virtue of specificity of a crime and lack of statistics of law enforcement bodies.

“Trade in children is a rough infringement of the rights of the child and fast-growing criminal business as - it is interfaced to smaller risk than, say, drug traffic” - speaks executive director of the British branch of UNICEF David Bull.

A lot of years working with victims of trade in people, the Feministic League has collided that often victims become children-orphans or children from unsuccessful families. We carry these children to group of the raised risk. When children remain without care of parents, they become people more attractive to dealers as after the termination of a boarding school they appear in social isolation. Graduates of children’s establishments, as a rule, have no vitally important skills and badly are guided in realities of a life outside places of establishments in which they were brought up. They have nobody to consult at decision-making on departure abroad or at the device for work on the Native land. In case of disappearance of that person, nobody will search for it. The facts of the increasing involving in trade of people, children-orphans, especially who has mental problems, confirm colleagues from International the organizations on Migration in Kazakhstan, and also nongovernmental the organizations of our International network.

Trade in children is the most monstrous, cynical display of trade by the alive goods. Often it occurs through the International adoption and adrogation citizens from the developed countries. The world was flown with news about death of the Russian child by hand the foster mother in America. Unfortunately, it not a single instance. Often agencies on adoptions conclude the contract when the child was not born yet with the woman. Together with it, there are more than children from defective families also become victims of trade in people. What pushes out them from family? Absence of mutual understanding, presence of psychological, physical violence over families, serve as the powerful pushing out factor for victims of trade in people. Children escape from a hopelessness from family in hope for favorable changes, and get - in a hell of modern slavery.

Prominent aspect of work on prevention of trade by children are:
а/ Increase of a level of knowledge of a society about the given crime.
б/ Strengthening of global partner attitudes
в/ Strengthening law enforcement measures at a national level.
г/ Introductions of social programs of rehabilitation of victims.
